TERMS OF REFERENCE FOR RECRUITMENT OF STAFF FOR GIKURIRO PROGRAM IMPLEMENTATION IN NGOMA DISTRICT

Young Women’s Christian Association (YWCA – Rwanda) is a non-governmental, not-for-profit organization that works at the grassroots level established in Rwanda in February 1995. YWCA Rwanda was legally recognised by the Rwandan Government in September 2005 as Non-Governmental organisation and has the vision of seeing the world where all women live free from poverty and where they and their rights are respected – More information can be provided on www.ywcaofrwanda.org

YWCA Rwanda in partnership with Catholic Relief Services (CRS) will be implementing USAID-funded Gikuriro program in Ngoma district. Gikuriro Program is a 5 years USAID-funded program focusing on saving using SILC approach, Food security and Nutrition and WASH service delivery. Gikuriro program works through decentralized Government of Rwanda (GoR) systems and structures and is in line with USAID’s Multi-Sectoral Nutrition Strategy to improve nutrition to save lives, build resilience, increase economic productivity, and advance development.
Gikuriro’s strategy is to reinforce GOR nutrition and water, sanitation and hygiene (WASH) efforts, mobilizing civil society and the private sector to accelerate progress toward the national goal of eliminating malnutrition.
Therefore, YWCA Rwanda would like to request qualified people for the following positions to send in their motivation letter, copy of degree, certificates and CVs.

Positions for application

Program Coordinator

The Program Coordinator will undertake a variety of administrative and program management tasks. He/She will help in planning and organizing Gikuriro program activities as well as carry out important operational duties of the program. He/She will contribute to the adoption and promotion of nutrition and WASH practices to improve the nutrition status of women of reproductive age and under five children in Ngoma district. Through the partnership with local leaders, Gikuriro Program Coordinator will ensure the promotion of food security and economic strengthening, WASH and Nutrition in Ngoma district. The Program coordinator will be based in Ngoma district and directly work closely with the program team in the district and ensure a smooth delivery of the program activities and the success of the overall program implementation in Ngoma district.
Required Qualifications and skills
• At least a Bachelor’s degree in nutrition or in other related field with at least 3 years of experience or a Master’s degree with at least 2 years of experience;
• Strong background in nutrition, water, sanitation and hygiene with at least 2 years of experience applying CBFNP and CBEHPP;
• Experience in saving groups, financial literacy, growth monitoring and nutrition education, nutrition rehabilitation and cooking demonstrations;
• Having strong bio-intensive agricultural techniques knowledge, Village Nutrition Schools and PDH Groups;
• Proven experience as program coordinator or relevant position;
• Knowledge of program management and development procedures;
• Knowledge of budgeting, bookkeeping and reporting;
• Use of MS word, excel and power point;
• Excellent time-management and organizational skills;
• Outstanding verbal and written communication skills in English and Kinyarwanda, knowledge of French is an added advantage.
• Detail-oriented and efficient.
• Experience working with USAID funded projects is an added advantage.
Responsibilities
• Coordination of Gikuriro program activities in Ngoma district;
• Support in planning of Gikuriro program activities and supervise the implementation to achieved the anticipated results of ending malnutrition in the district;
• Forecast the budget planned for activities and ensure the compliance;
• Manage communications with the internal and external parties;
• Build team spirit and positive relations within Gikuriro program team in Ngoma district;
• Schedule and organize meetings/events and maintain agenda;
• Work closely with M&E to ensure timely data collection, monthly, quarterly and annual reporting;
• Planning, data collection and monthly, quarterly and annual reporting;
• Support growth and program development

Accountant (1)
Required qualifications and skills
• A Bachelor’s Degree in Accounting with at least 2 years of experience in accounting;
• Skilled in using QuickBooks Pro software,
• Use of Microsoft word, excel and power point;
• Excellent communication skills with a good command in English and Kinyarwanda, knowledge of French is an added advantage;
• Experience working with USAID funded programs is an added advantage
• Capable to work under pressure.

Responsibilities
• Responsible for preparation of comprehensive books of account,
• Financial transactions for the program to deliver cash flow forecast and scenario analysis;
• Budget review and budget follow up;
• Preparation of timely and accurate financial statements and reports to be submitted to donor and partners;
• Working closely with the program implementation team to identify, analyze and execute the most optimum financing solution for the program;
• Working with Gikuriro program team to ensure timely compliance with all financial conditions and other obligations;
• Program related fixed assets upkeep and management.

Monitoring and Evaluation Officer (1)
Required qualifications and skills
• Bachelor’s degree holder in development studies or related field with at least 2 years’ experience in monitoring and evaluation
• Use of Microsoft word and excel and power point;
• Excellent communication skills with a good command in English and Kinyarwanda, knowledge of French is an added advantage;
• Experience working with USAID funded programs is an added advantage
• Capable to work under pressure.
Responsibilities:
• Development of the program M&E tools,
• Work closely with the Program coordinator to ensure the smooth program implementation and compliance to planned activities, expected results and planned indicators;
• Collection of data against agreed indicators, data screening for data quality assurance, feedback to partners and programme team on Gikuriro program’ performance based on monitoring data findings,
• Capacity building for program staff on monitoring and evaluation and meeting anticipated results;
• Participate in program review,
• Compile monthly, quarterly and annual reports on achievements against the program indicators to be submitted to the partners.

WASH Officer (1)
Required qualifications and skills
• A Bachelor’s Degree in Environmental Health or related field;
• At least 2 years of experience in Water, Sanitation and Hygiene (WASH) applying CBEHPP approach;
• Experience in delivering messages to reduce direct and indirect routes of disease transmission to small children;
• Experience in behavior change communication strategies to strengthen messages on key hygiene behaviors that directly impact infant health.
• Knowledge on Community based Food security and nutrition program (CBF&NP) and its implementation at the grassroots level;
• Excellent communication skills with a good command in English and Kinyarwanda, knowledge of French is an added advantage;
• Proficient in Microsoft office, word, excel and PowerPoint;
• Experience working with USAID funded programs is an added advantage
• Capable to work under pressure;

Responsibilities
• Planning and implementation of WASH related activities in Ngoma district;
• Reinforce water, sanitation and hygiene (WASH) efforts at village level in partnership with local leaders and community based volunteers;
• Mobilizing local communities to accelerate progress toward the national goal of eliminating malnutrition in Ngoma district;
• Build positive relations local leaders at sector, cell and village levels and within the team implementing Gikuriro program in Ngoma district;
• Planning, data collection, monthly, quarterly and annual reporting;
• Support Gikuriro program growth and development for scale up in respective communities;

Agronomists (2) (Food security)
Required qualifications and skills
• A Bachelor’s Degree in agriculture;
• At least 2 years of experience Famer Field Schools (FFS) approach, Bio-intensive agricultural techniques and kitchen gardens;
• Knowledge and experience on Community based Food security and nutrition program (CBF&NP) and its implementation at the grassroots level;
• Experience with saving groups at the grassroots level;
• Excellent communication skills with a good command in English and Kinyarwanda, knowledge of French is an added advantage;
• Use of Microsoft word, excel and PowerPoint;
• Experience working with USAID funded programs is an added advantage
• Capable to work under pressure;

Responsibilities
• Planning and support of the creation of Famer Field and Learning Schools in all villages of Ngoma district;
• Collaborate with local leaders and work closely with community based volunteers to reinforce food security efforts at village level in partnership with local leaders and community based volunteers;
• Mobilizing local communities to accelerate progress toward the national goal of eliminating malnutrition in Ngoma district;
• Build positive relations local leaders at sector, cell and village levels and within the team implementing Gikuriro program in Ngoma district;
• Planning, data collection, monthly, quarterly and annual reporting;
• Support Gikuriro program growth and development for scale up in respective communities;

Nutrition officer (1)
Required qualifications and skills
• A Bachelor’s Degree in nutrition or related field with significant experience;
• At least 2 years of experience village nutrition schools (VNS) approach and PDH Groups, nutrition education, cooking demonstrations, and growth monitoring and counseling on maternal, infant, and young child nutrition (MIYCN);
• Knowledge and experience on Community based Food security and nutrition program (CBF&NP) and its implementation at the grassroots level;
• Experience with saving groups at the grassroots level;
• Excellent communication skills with a good command in English and Kinyarwanda, knowledge of French is an added advantage;
• Use of Microsoft word, excel and PowerPoint;
• Experience working with USAID funded programs is an added advantage
• Capable to work under pressure;

Responsibilities
• Planning and support of creation of Village nutrition schools in all villages of Ngoma district;
• Collaborate with local leaders and work closely with community based volunteers to reinforce nutrition efforts at village level in partnership with local leaders and community based volunteers,
• Mobilizing local communities to accelerate progress toward the national goal of eliminating malnutrition in Ngoma district;
• Build positive relations with local leaders at sector, cell and village levels and within the team implementing Gikuriro program in Ngoma district;
• Planning, data collection, monthly, quarterly and annual reporting;
• Support Gikuriro program growth and development for scale up in respective communities;

Economic strengthening officer (1)
Required qualifications and skills
• A Bachelor’s Degree in agriculture, development studies or related field;
• At least 2 years of experience with saving groups at grassroots level;
• Experience with financial literacy and linkages;
• Experience in Famer Field Schools (FFS) approach, Bio-intensive agricultural techniques and kitchen gardens;
• Knowledge and experience on Community based Food security and nutrition program (CBF&NP) and its implementation at the grassroots level;
• Excellent communication skills with a good command in English and Kinyarwanda, knowledge of French is an added advantage;
• Use of Microsoft word, excel and PowerPoint;
• Experience working with USAID funded programs is an added advantage
• Capable to work under pressure;

Responsibilities
